1. Provide telecommunication charge settlement services and telecommunication cost management materials

Accounting Authority” is based on the provisions of the International Telecommunication Convention and its attached Radio Communication Regulations (R.R.), and requires approval from the competent authorities of the country of registry.

The telecommunication charges used by the vessel are invoiced to us based on the statements from the telecommunication carriers in each country handled, which are compiled and processed for each vessel, and we ensure that the charges are settled by receiving payment from the customer within a certain time frame.

Recently, telecommunications carriers in many countries are providing more and more data in electronic form. We have installed the latest computer systems to provide the aforementioned materials in paper form or as electronic files (PDF, CSV).

The International Telecommunications Convention has strict rules regarding the settlement of telecommunications charges for ships, and each carrier reserves the right to suspend the telecommunications of the ship in question for nonpayment or for exceeding the settlement period, based on reports from the Accounting Authority or other factors.

2. Application for ship’s radio station license and Inmarsat equipment ID.

We have staff with a wealth of experience and up-to-date information on each ship’s country of registry to handle applications for acquisition and renewal of radio licenses, and acquisition and cancellation of INMARSAT equipment IDs. This procedure must be completed in a timely manner when a new ship is built or sold, and we do our utmost to ensure that even urgent requests do not interfere with ship operations, and our customers appreciate our prompt and smooth response.

In particular, we have a close relationship with PSA (Point of Service Activation), which handles the acquisition, change, and cancellation of Inmarsat IDs for Panamanian-flag vessels, and can process ID acquisitions and changes 24 hours a day, allowing for quick processing when buying or selling ships.

3. Distribution of legally stocked books of international treaties

NYK distributes the latest legal books required by international conventions to contracted vessels on international voyages each time they are issued. These books are inspected for the latest edition during PSC (Port State Control) and S/R (Safety Radio Certificate) inspections. We order the books directly from the ITU (International Telecommunication Union) in Geneva and distribute them responsibly so as not to interfere with inspections, etc. This saves our customers the trouble of checking for and purchasing the latest versions, and prevents inspectors from pointing out that the books have not been distributed when they receive inspections.

4. LRIT Support

LRIT (Long-Range Identification and Tracking System) is a ship Long-Range Identification and Tracking System mandated by the SOLAS Convention for the purpose of enhancing maritime security. To conduct navigation that meets the requirements of this system, it is necessary to undergo communication equipment testing and obtain certificates, and our company also provides support for these aspects.

Because testing requires a significant amount of time, we meticulously coordinate schedules with relevant parties (shipowners, shipyards, management companies, onboard technicians, etc.) and ensure that testing can be conducted with confidence after confirming the equipment’s communication status.

Some countries require annual testing and certificate acquisition depending on the vessel’s registration, so our company manages it in a manner similar to the validity period of the ship’s radio station license and strives to support our customers.

Moreover, there are various incidents where data centers occasionally cannot ascertain the location information of ships already in operation. In such cases, we collaborate with the Testing and Certification Authority (ASP – Application Service Provider) and communication equipment manufacturers to resolve the issues.
